The Black Panther coloring book was a product of COINTELPRO, an FBI domestic program officially operating from 1956 to 1971. The program sought to discredit domestic political organizations using a wide range of tactics including illegal violence and assassination. The coloring books were sent to households across a broad socio and economic spectrum posing as teaching aids to promote the alleged values of The Black Panther Party. The books were intended to be met with fear and revulsion, thus discrediting the party in the minds of the broader public.
